PWA achieved detailed planning consent for TH Real Estate as part of the masterplan proposals for Weavers Wharf, including a new 30,000 sq ft retail anchor unit, Starbucks riverside café, 3 canal-side restaurants, a new bridge link and further A3 units focussed around a new flexible area of public space adjacent to the River Stour.

With the directors having previously worked on the development of Weavers Wharf, PWA was asked to continue the town centre’s evolution as a hybrid retail and leisure destination. Already anchored by M&S and Debenhams with small shops and retail warehousing, the development incorporates a number of listed buildings and sits on the edge of a conservation area.

PWA undertook a number of exercises for TH Real Estate, including the design and construction of a riverside café, liaising with the Environment Agency at all stages. Numerous asset management exercises were followed by more strategic master planning work to further develop the centre as an integral part of Kidderminster.

The masterplan proposed the transformation of the gateway into Weavers Wharf with a new curved 30,000 sqft anchor store and sought to regenerate under-utilsed areas along the canal edge with the introduction of three new canal-side restaurant pods. A new bridge link across the canal offered a key connection in asset terms between sites, with PWA working closely with the Canals and River Trust throughout the design development.

The proposals sought to demolish Crown House, a 1960’s eyesore, and re-open an area of the culverted River Stour as part of the extended public realm. This was to create a new flexible public square for markets and events that celebrate the River rather than turning its back on it, improving connectivity between Weavers Wharf and the High Street. Helping to address the shift in the retail pitch and benefitting transport and townscape issues.

Detailed planning consent for the scheme was granted in 2014 with the full backing of the Environment Agency and Canals and Rivers Trust.

PWA were subsequently instructed by TH Real Estate to carry out feasibility work into the re-development of the existing Bus Station site in the heart of the town centre,  creating a new hybrid retail and leisure destination with a multi-screen cinema and A3 units.

PWA are working alongside the client and potential tenants to produce a viable scheme in this key Town Centre location.
